Until May 2015 receiving email notifications from Twitch when a channel goes live was enabled by default with the option to disable it. This was changed in May 2015 and after the change you need to actively enable the feature to receive notifications.

First you need to enable email notifications for when a channel you follow goes live in general. To do so go to https://secure.twitch.tv/settings/notifications, scroll to the section titled "EMAIL OPTIONS" and check the checkbox for the line reading "A channel I follow goes live".

Then scroll further down to the section titled "MANAGE EMAIL NOTIFICATIONS", then check the check box right of a channels name, for example the Ludophiles channel ;)

Alternatively you can manage the notifications for one specific channel on the channel's page, for examplehttps://www.twitch.tv/ludophiles. Next to the follow button on the left below the video player there's a little dropdown arrow, clicking it will show a popup frame with a toggle switch and a line reading "Notify me when the broadcaster goes live". The toggle switch is OFF by default, to get notified when a channel goes live please switch it to ON.

Also, it seems like the most reliable way to get notified is via Twitter, so you might want to follow https://twitter.com/Ludophilia :)
